Virginia Delegate Ibraheem Samirah Sentenced for COVID-19 Fraud After Disrupting Trump

Ibraheem Sabri Samirah, the Palestinian-American Democrat who famously interrupted President Trump’s 2019 speech in Jamestown, has been sentenced for wire fraud related to a Paycheck Protection Program (PPP) loan scheme.

Samirah, 34, a dentist, fabricated payroll records for his clinic, Nova Healthy Smiles PLLC, claiming to have four employees and $33,333 in monthly wages in early 2020.

However, court documents indicate that these supposed employees, including Samirah himself, did not receive any payments until after the loan was approved in May 2020.

He issued checks to these nonexistent workers, only for them to return the funds to him.

When seeking loan forgiveness in August 2021, Samirah misrepresented the usage of the funds, claiming they were spent on legitimate payroll and utility expenses. In truth, the only allowable expense was a small amount paid in employer taxes to the IRS, with the remainder benefiting him personally.

Despite his political stance against “systemic oppression” and his advocacy for Palestinian issues, Samirah exploited a relief program intended to preserve jobs during the pandemic.

Federal prosecutors in the Eastern District of Virginia detailed in a July 2025 filing how Samirah orchestrated a plan to defraud Sonabank (now Primis Bank) and the Small Business Administration by transmitting false information across state lines to secure and subsequently forgive the loan.

He waived indictment and pled guilty in July, opting to avoid a trial that might have revealed further misconduct.

On October 30, a judge sentenced him to three years of probation and mandated $88,000 in restitution, a relatively light penalty given that the felony conviction will strip him of his voting rights and prevent him from holding future office.

During the 2019 incident, Samirah interrupted President Trump’s speech commemorating the 400th anniversary of the first Virginia legislature meeting by shouting, “Mr. President, you can’t send us back, Virginia is our home!” while holding signs that read “Go Back to Your Corrupted Home” and “Deport Hate.”

Supporters of the President reacted by booing and chanting, “Trump! Trump! Trump!”

Samirah’s protest was rooted in his personal history, as he sought to highlight the deportation of his father, Sabri Samirah, who was denied re-entry to the U.S. after visiting relatives in 2002.

Sabri Samirah had ties to Islamic organizations in the Chicago area and was critical of Israel, and he was associated with groups that were implicated in money laundering for Hamas.
