Russia reportedly possessed intelligence alleging that former Secretary of State Hillary Clinton was on “heavy tranquilizers,” according to a newly declassified report made public by Director of National Intelligence Tulsi Gabbard. The report, prepared by the House Permanent Select Committee on Intelligence in 2020 and kept classified until now, was based on an investigation initiated by then-Chairman Devin Nunes, R-Calif.
According to the report, as of September 2016, Russian intelligence had obtained information from the Democratic National Committee (DNC) indicating that then-President Barack Obama and Democratic leaders found Clinton’s health status “extraordinarily alarming” and believed it could “have serious negative impact” on her electoral chances. The health details were allegedly being kept in “strictest secrecy,” with even Clinton’s close advisors not fully informed.
The report states that Clinton was reportedly “suffering from intensified psycho-emotional problems, including uncontrolled fits of anger, aggression, and cheerfulness” and was placed on a daily regimen of “heavy tranquilizers.” It further claims she had medical conditions including “Type 2 diabetes, Ischemic heart disease, deep vein thrombosis, and chronic obstructive pulmonary disease.”
Additionally, Russian intelligence allegedly obtained a campaign email discussing a plan “approved by Secretary Clinton to link Putin and Russian hackers to candidate Trump in order to ‘distract the American public’ from the Clinton email server scandal.”
During a White House press briefing, Gabbard said, “There were high-level DNC emails that detailed evidence of Hillary’s, quote, psycho-emotional problems, uncontrolled fits of anger, aggression and cheerfulness, and that then Secretary Clinton was allegedly on a daily regimen of heavy tranquilizers.”
Gabbard also criticized former CIA Director John Brennan and the intelligence community (IC) for allegedly misrepresenting intelligence and using “dubious, substandard sources” to construct a narrative that Russian President Vladimir Putin preferred Donald Trump. “Brennan and the IC misled lawmakers by referencing the debunked Steele dossier,” Gabbard said, adding that the IC “excluded significant intelligence and ignored or selectively quoted reliable intelligence” that challenged their conclusions.
The committee’s findings claim that one of Brennan’s actions included directing the publication of 15 reports after the 2016 election, three of which were considered “substandard.” These reports were said to be foundational in the Intelligence Community Assessment (ICA) that claimed Putin favored Trump—a conclusion the committee deemed “implausible, if not ridiculous.”
The report also includes intelligence from a Putin confidant who said the Russian leader “did not care who won the election” and had criticized both major candidates.
The documents show that Brennan briefed Obama on July 28, 2016, about a plan from a Clinton campaign advisor “to vilify Donald Trump by stirring up a scandal claiming interference by the Russian security service.” That meeting was attended by Obama, Brennan, Vice President Joe Biden, FBI Director James Comey, Attorney General Loretta Lynch, and DNI James Clapper.
Following that, the CIA reportedly passed information to Comey and FBI Deputy Assistant Director Peter Strzok under the “Crossfire Hurricane” investigation, noting Clinton’s approval of a plan to link Trump to Russian interference to distract from her use of a private email server.
Special Counsel John Durham later found that the FBI “failed to act” on the warning signs of a politically motivated effort to manipulate law enforcement ahead of the 2016 election. Durham’s report also criticized the ICA for omitting intelligence that contradicted the idea that Putin favored Trump and suppressing evidence that Russia was preparing for a Clinton victory.
The committee found that even though two senior CIA officials warned Brennan that there was no direct information indicating Putin wanted Trump to win, the Obama administration still went ahead with the publication of the ICA.
Declassified transcripts from 2017 and 2018 House Intelligence Committee depositions of Obama-era officials, including Clapper, Rice, and Lynch, showed those officials admitted under oath that they had no “empirical evidence” of Trump-Russia collusion.
“I never saw any direct empirical evidence that the Trump campaign or someone in it was plotting/conspiring with the Russians to meddle with the election,” Clapper testified in 2017. “That’s not to say that there weren’t concerns about the evidence we were seeing, anecdotal evidence…. But I do not recall any instance where I had direct evidence.”
Neither Clinton nor Obama responded to requests for comment.
