The source behind the allegations that former Vice President Joe Biden was involved in a criminal bribery scheme with a foreign national has been revealed as a “highly credible” FBI confidential human source. This individual has been utilized by the bureau in various investigations dating back to the Obama administration, according to information obtained by Fox News Digital.
Chairman of the House Oversight Committee, James Comer, and GOP Senator Chuck Grassley were contacted by a whistleblower who claimed that the FBI possessed a document, an FD-1023 form dated June 30, 2020. This document allegedly contained explicit details provided by a confidential human source, alleging Biden’s involvement in a $5 million criminal bribery scheme with a foreign national in exchange for influence over policy decisions.
A source familiar with the matter confirmed to Fox News Digital that the confidential human source, who provided the Biden information to the FBI, was an existing source who had been utilized in multiple investigative matters unrelated to the Biden allegations.
According to the source, the FBI had been using this confidential human source for “at least several years” prior to the creation of the June 2020 FD-1023 form outlining the Biden allegations. The source also mentioned that the FBI consistently reviewed this individual and found them to be highly credible.
The source further revealed that this person had participated in investigative matters during the Obama administration.
“We know the FBI has very serious allegations against then-Vice President Biden. The question is what did they do with it. Did they investigate the leads or sweep it under the rug?” a spokesman for Grassley told Fox News Digital. “This is exactly why we need transparency into the document and what the FBI did with it? That’s what Sen. Grassley has sought from the start.”
Last month, Rep. James Comer, a Republican from Kentucky, issued a subpoena for the FBI’s FD-1023 document. However, the bureau did not comply with the request, citing the need to protect sources and methods. Comer warned that he would hold FBI Director Christopher Wray in contempt of Congress if the physical document was not provided to the committee.
According to the whistleblower, the information contained in the FD-1023 form provides a detailed account of the alleged criminal scheme, including its methodology and purpose. It specifically outlines an arrangement involving the exchange of money in return for policy decisions.
“FBI Director Wray confirmed the existence of the FD-1023 form alleging then-Vice President Biden engaged in a criminal bribery scheme with a foreign national. This form, generated by the FBI from a highly credible human informant with years of experience, tracks closely with what we are seeing in our investigation into the Biden family’s influence peddling schemes,” Comer told Fox News Digital, referring to the House Oversight Committee’s broader investigation into the Biden family’s business dealings.
“The Committee has been clear in its intent to protect Congressional oversight authorities and is prepared to hold the FBI Director in contempt of Congress if the agency refuses to comply with a lawful subpoena,” Comer said.
An FD-1023 form is utilized by FBI agents to document unverified information provided by confidential human sources. It serves as a record of the information conveyed to an FBI agent, but its inclusion in the form does not authenticate or assess it in relation to other known information within the FBI’s possession.
The FBI offered Rep. Comer and Sen. Grassley the opportunity to review the document at FBI headquarters. Subsequently, the FBI agreed to bring the physical document to Capitol Hill on Monday, allowing lawmakers to examine it within a secure SCIF (Sensitive Compartmented Information Facility). Furthermore, the FBI is expected to provide a briefing to the lawmakers concerning the document and the allegations surrounding Biden in the same secure setting on Monday.
The White House maintains that President Biden has no involvement in any foreign business dealings and asserts that he has never discussed such matters with his son, Hunter Biden. Hunter Biden has been under federal investigation since 2018 for potential violations related to his “tax affairs” associated with questionable foreign transactions.
